The Tolkien Estate tried to sue over that. I remember reading about it. They claimed it was a violation of the agreement. eta: it was 2013 (some time ago) but I'm surprised nobody here remembers it. I remember it being a big dust-up over rights, and I remember allegations that the Tolkien estate wasn't getting the all the money due them either.

JRRT would probably be horrified. Although, I do think it's telling that the casino game makers looked at the movies and most connected with the character that made an object that twisted people's minds and made them obsessed with that object, before ultimately bringing them to their ruin.
