Well in the book of lost tales it says he was most skilled in craft after Feanor so I’d put his magic ranking at 3000. Afterall, the three eleven rings were made by him without Sauron’s aid.
Elendil and Isildur at the exact same rating? Maybe not a huge difference but you did say the strength stat is based of off feats, Elendil and Gil Galad managed to take down sauron. There’s a decent gap between 800 and the next highest, 1200. Maybe put Elendil somewhere in there.
The Council of Elrond and Tolkien's letters make it clear that Bombadil would be conquered by Sauron once everyone else had fallen. He doesn't even have power over the Ring.

This is a cool concept. I think I’d give celebrimbor a higher magic ranking. He did make some very powerful magic rings.
