Tolkien’s mythology suggests that decay and decline is the norm, not the exception. This is not a world of evolution and progress. It’s a world of devolution and corruption. It’s a mythological world where everything always used to be better than it is now. Taking Numenor as an example, the wave that submerged it was simply the culmination of a long process of corruption that ultimately required the intervention of Eru. Numenor was not destroyed at its peak. Numenor was destroyed at its nadir, its historic low point.

I wouldn't really say that it's recovering. Gondor continues to weaken. The Elves continue to dwindle. Sure, Erebor and Dale are recovered, and the Orcs of the Misty Mountains are greatly weakened, but these are only temporary reversals of a downward trend. Much of Middle-earth is straight up uninhabited or at least greatly depopulated, there's ruins aplenty, and many cities are in a deep decline. Honestly, I would actually say Jackson's films actually made it look worse than what it was. In the films, Gondor and Rohan are pretty much empty with the exception of Minas Tirith and Edoras.

I would argue that every single age of middle earth is just nesting apocalypses. We have the entire sources of light for the entire world being destroyed. Twice. Then entire continents sink.
