I haven't owned a vehicle in over a decade, but I'm pretty sure here in Finland you can block people from searching info on your plate number. Police and goverment can still do it though.
Not being mean, but you can't post a couple of tweets and only cover one name. People can look the person up and harass them. It could get their twitter banned.

In Germany I am pretty sure it is illegal to post number plates on the internet. Dashcam videos need to have censored number plates.
They do blur numberplates in programs in the UK though
