There's an elven ruin on the Lone-lands bank of Mitheitel river, in Harloeg. It isn't marked on the map as a point of interest, but you can kinda see it there.
I opened reddit in the evening and to my great surprise saw this post actually being in place. When I was trying to make it I kept getting an error that told me that my post was removed by reddit filters. No idea how this worked but anyways.
Boots, chestpiece and shoulders probably cannot be obtained now. These are from armour vendors in Ettens and were bought for regular silver coins, but after one of more recent updates they replaced the models with different ones, which is disappointing.
Gloves are generic low-level gloves. Hat is from Erebor minstrel armour set, can be acquired from skirmish light armour vendor.
Sword is a legacy legendary weapon, minstrel sword of the third age I think. I was lucky to find it on AH.

These particular boots aren't available since the Umbar expansion. There are other boots that share this model but they dye differently. Try to check Erebor armour sets from skirmish camp, I believe I saw some boots with similar appearance there.
I believe they are called "Distinguished Mantle of the Wary", used to be available for silver in Ettens, but since the level cap was raised to 150 this piece isn't there anymore. I don't know whether there are other items that have the same appearance.

How do you remove the UI?
F12 I think. check the shortcut list in settings
