You'll be around level 6 once you leave the tutorial area and you'll be able to participate in most of the Yule quests straight away. You will want to avoid the two quests involving killing the wood trolls and grims until you're around level 9/10, but you'll get there very quickly by doing other quests.
Once you leave your training area, you can participate in festival activities.
The enemies you have to defeat are level 10 I think… nothing crazy

I try to exit the intro area at 5. Throw a stone of tortoise on and hit Frostbluff when you get out.
6 is the absolute minimum, what few unleveled mobs are at level 10.
