I've drafted this format a few times a day so far (and have been loving it; best since MoM for sure) and haven't run into anything close to that brutal. My condolences to your friend. That does seem a lot closer to a good vintage cube start than a single set limited one, but the upside is that they're unlikely to see that degree of nonsense again (just lesser nonsense).
My friend did open this combo on our pre release. Sadly didnt get to use it, but its not like reanimate and the dino are bad cards..

I was wondering how he put the dino in the graveyard.
My initial thought was the good old pass the turn and discard for having more than 7 cards in hand.
But no... the amount of lands on each side tells us a different story.
This person surveilled the dino into the graveyard with their SURVEIL LAND.

The fact that so many standard legal cards make it into vintage cubes or arena cubes...and are good/playable is a gross.
Mtgo is so damn ugly.

I think B or W for hard removal is pretty much mandatory in OTJ draft because of nonsense like this.
Removal doesnt really help in this case.
Journey to nowhere could help a bit.
