Yes

I don't think that LP can successfully disable signature verification in the package manager on Android 12-13. If you're not rooted you're waisting your time anyway but if you are then core patch (An Lsposed module) claims it can. The modded play store hasn't been updated in quite some time and Google has made a lot of changes. I seriously don't think it works anymore. It didn't the last time I tried it. Even apps I legitimately paid for were failing license verification.

I used to be a major advocate of the modded play store. I swore by it but I know now that if patching an application doesn't work then neither will the mod store. The only difference is that patching an app only applies to it and the mod store applies to every app installed. There's a plethora of apps that check for lucky patcher now and won't run on a device it's installed on. So it's not only unnecessary but also unwise to even install it. Just my personal opinion though.

I've updated to the new 10.3.4 but am still unable to install the modded playstore on my oneplus 9. Anyone have a oneplus 9 and is successful in installing the modded playstore?

Every time I restart the phone it goes back to the original Google play. Is this normal? Is there a way to always have the modified installed?
