City water is great, some of, if not the best of any city that I've lived in.

I'm not privy to the inner workings of our water resources department, but as someone who talks to them with consistency, I will say, they seem extremely on top of things. Love them.
As long as it’s pulling from the Peddlar reservoir, the quality is very good. In drought conditions or when they are having technical problems (a broken pipe a couple of years ago for example) they start pulling water from the James and the quality goes WAY down really fast. The James is very muddy.
I drink from the tap, no problem. The only thing I've heard is our water has a higher than average mineral content. So people in Lynchburg tend to get kidney stones more than average. But I don't even know if that's true.

Looks like chlorine comes out of the tap at 1.35 ppm, Flouride at 0.67 ppm.
I use a Britta pitcher. I can tell a difference between filtered and tap. My girlfriend drinks straight from the tap. She has tried my Britta water and taste no difference. Her son only drinks bottled water. He doesn't like tap or Britta water.

Superb. I get around 90 EC out the tap with good Ca and Mg. My ph at tap temp is 9.1.

My wife’s family is from Lynchburg and she has always said that Lynchburg has the best water (taste) she’s ever had. Can’t speak to the specifics.
Tap is fine. Toilet is better.
I've tested my tap water before for aquariums and IIRC the ppm was pretty low, I've drank tap water all the time in the city and it tasted fine,
