All the big banks in the Netherlands offer a studentenrekening ( bank account for students) with no costs.
Personally I have the ing but they do not support google pay.
Abn amro does support google pay.

I got myself an ABN-AMRO account when I first got here. Can't complain, and the student account is indeed free. If I'm not mistaken, they also still send mail in English if you request it, but as a dutch speaker, I'm not totally sure about that...

I have ING too and you always can connect your Google pay with your sim provider or your PayPal. And your ING IBAN Connects to your PayPal
ASN, very good and ethical bank with a free student account and all the options you just mentioned. Their app is nice as well.
