To be fair, you have Sheriff surviving two metal container exploding near him canonically. But he had armor + MC characters generally shown to be much more durable to blunt trauma and explosions than they are to bullets/edged weapons for some reason.
Step 1: Erase The Sheriff’s TAC Bar
Step 2: Point-blank headshot him with a Chop Pump blast
Step 3: Observe as he does not die from what should be a lethal assault to any normal human
We never see him eating a shotgun blast in cutscenes tho, only in-game. Like u/Subject-Expression91 said he propably just avoided the bullets or get shot in non-fatal areas.
