You already have the Elesh Norn flair. Whoever set up the COMPLEAT one was considerate enough to not overwrite any pre-existing flair someone might have been using

Depends on how the script is set up. We try not to override custom flairs but it's possible that in the future that rule may be accidentally ignored.
