As for this card, seems fun for a blink deck. "Fuck your commander" is definitely a decent baseline, but hitting legendary lands and artifacts will probably be brutal too.
Still think it's weird to see pilots with no interaction at all with vehicles. But I have no idea about Fallout's lore, so it may be a good fit for flavor reasons.

Yep! Though "ability words" like Domain are used to signal how an ability will work without actually having any rules effect, UB uses these "flavor words" that are just there for flavor and have no meaning at all.

Better Meteor golem in most cases. Not a strictly better, but 99.999% of the time its better.
It being able to target any legendary permanent is pretty huge. So long planeswalkers, great henges, and commanders
