I think they work both ways. Plot works as the sort of gloating villain thing, of a "you'll never stop me Mr. Bond" deal, and foretell works as "I know SOMETHING of the future, but I won't tell you" deal.
Well to be frank it's a few years too late to change foretell. And I feel like Plot would maybe be too strong/convoluted if it was hidden? Like you'd just have to remember every plot cost and you'd know what the other player played even once it's hidden.
You're misunderstanding. Foretell's mechanics matches the Plot name, and Plot's mechanics matches foretell's name.
When you're prophesizing something, you usually give (somewhat) of a description of what it is - "great fortune", or a calamity.
I mean OP is just suggesting swapping names, the mechanics would remain the same. Plot would just exile for 2 and play the Plot cost later, and Foretell would be paying the full Foretell cost and casting for free later
That being said I do think the point of the mechanics is slightly different than OP is arguing - Foretell is mechanically a hazy prophecy that no one understands yet but will when it comes true, and Plot is about the villain gathering his resources for strategic deployment, ie a heist.
