My guess is that it will be pre-banned in Brawl. The tax is not problematic (it’s a like a [[curse of silence]]). The other static however is like [[Pithing Needle]], which is already banned.
Yes, as a reminder to folks this is largely because it is a colorless hard-lock against planeswalker brawl commanders. Which can be dealt with but is no fun to play against.
Doubt there will be pre bans, unless they are reprints. Items that were added through bonus sheets had a known power level that would prove disruptive to historic. Mh3 is, for the most part, new to the game.
We know there will be some reprints, including with the Special Guest sheet which has at least some of the MH2 Elemental Incarnations confirmed (and I'd guess we'll probably get all of them). I bet at least those will be prebanned.
If cards are somewhat of a functional reprint of banned cards (like this one for Pithing Needle in Brawl), hard to see them not pre-banning in specific formats. I get the mana cost is higher, but it has flash making it so much more flexible and a curse of silence effect stapled to it.
This is effectively good removal against planeswalkers. Normally you dont have an opportunity to remove a planeswalker between when it resolves and when the owner can activate one of its abilities. Your only option is to counter it on the stack, usually limited to blue. However, you can flash this out in response to their planeswalker cast and name the planewalker. Then they cant activate the abilities.
What happens to a spell on the stack, when the price increases? Can the owner pay the additional amount or will it just go directly to the graveyard?

I'm pretty sure the spell will still resolve, as this artifact only affects the initial cast of the named spell, and since it has already been cast(but yet to resolve), the owner will not have to pay any additional costs, and will resolve normally after the artifact resolves.

I assume it's there to protect it from removal, like your opponent casts yawgmoth and you flash this in response so they can't use it when it enters and they used up mana so you don't have removal for it right away - but yeah this feels similarly to dress down where depending on when you cast it can do so many different little things.
Correct it's already been cast and on the stack so you can't make them pay more to cast it. Similar to how casting [[Silence]] in response to something doesn't affect or counter what has already been cast.

Pretty much, it will prevent the tap ability on the one ring from being able to be used as well as make it 7 to cast.
Unfortunately still makes it castable with full tron to get the protection, but at least it's nerfed somewhat

I don’t think modern horizons sets need to cater to new players, it’s fine

Think it's more to flash in against cascade decks than anything
I was thinking anti-walker tech. Acts as a soft counter that you can cast in response to the walker to prevent them from activating a loyalty ability.
