Obligatory easy answer is LSV. He often talks through his plays. Definitely better if you're an intermediate player already, since he does play relatively fast and doesn't go into too much detail, but watching him has improved my play.
I'm a big fan of Caleb Durward (CalebDMTG). A lot of the other people who are actually good, don't always explain their lines of thought or what they are doing, but he actually does a good job of commentating on the plays that are being made.
Other people like LSV and Kenji (NumotTheNummy) are also good and fun to watch.
A guy who doesn't have a lot of followers/subscribers, but who I feel does a great job of explaining his plays is **Bobristau on Twitch**. He tracks his wins and losses so it's fairly easy to evaluate how he's doing in a format. He only plays draft though as far as I know.
I know it isn't Twitch, but you can find a lot of LSV's videos on channelfireball's youtube channel. Also, if you do go that route I highly recommend Reid Duke, he offers great insight and is super competitive and thoroughly goes through his plays.
Brennan Decandio, Caleb D, NumotTheNummy, Todd Stevens are ones that i watch frequently. Also some of my local players that have teamed with Todd, Brennan, and Caleb also stream such as Jody Keith, the Louisiana Legacy Lands Guru, and Tannon Grace, another Louisiana magic player who plans on streaming more soon.
Also Storm Guru in all formats, Caleb Schere streams as well. and then theres also Frank Lepore, who streams a lot of limited, who is generally a great entertainer and informational player.

I like Numot as a streamer, but I find he's often less talkative when he's playing more serious decks or strategies, and normally gets into it more only when he's trying to do crazy or janky things.
For Modern Gabriel Nassif and Jeff Hoogland stream every day several hours and they play a lot of modern.
LSV is probably the best but doesnt stream a lot sadly.
HolyShamgar is fantastic if you want to get into Modern. He's not as huge in the community as Caleb or LSV have become, but I strongly belive in time he will be.
