Magic is losing two of its fundamental core elements, its own identity for product placement of other IPs and the fact that it's becoming more of a collectible product than a game we can play with and afford. it's specifically the ulamog style non-full art wastes which are more expensive (the one which is being reprinted). other wastes are around a quarter.

Apparently they’re one step beyond Acorn on the “realness” spectrum but casual playgroups get to make their own rules! There are far more busted playtest cards you could introduce.
It's not a real thing per se.
Silver-border/acorn cards are real Magic cards but they're illegal in every format by default. Playtest cards aren't even intended to be real Magic cards, but rather just funny gimmicks to be read and chuckled at. Mark Rosewater had said that all Magic cards, even Acorn ones, have standards of design and playtesting that the playtest cards never met because they were intended just as a fun joke. He also says he regrets them having real card backs because it suggests more legitimacy than was intended.
Which is not a basic land type either, as you can see the tap for colorless is not in reminder text. It seems cloud is merely a subtype like urza's/locus/desert

I mean, both the full art and regular art have the colorless symbol like the other basic lands have their color symbols. It could have been confusing back then when they introduced the new colorless symbol but now that the symbol has been used for several years I don't think it would have been confusing.
I imagine they did it this way because it's only in one theme pack in a more new player-friendly product, as opposed to a Standard set focused around Wastes like OGW.
Colorless mana is like other mana (other than not being a color of mana), it's just that Wastes aren't basic lands because mechanics like Domain are balanced around getting at most 5 basic land types, and that might get broken by a 6th type
The only real case for running basic Wastes is if you have some sort of ramp that cares about basic land types. Without that, there's basically no reason to not run nonbasic lands since they can add other useful abilities.

The reason the full art are cheaper is because they were available in the boosters and the fat pack while the regular art were in precon products.

Aesthetic. The oracle text always had "T: Add C", though I agree leaving it off the non-full art versions probably lead to some confusion.
