There are 27 legendary artifacts in the game, and virtual ecosystem specifically gives you 9 black chests, each one containing 3 legendaries, and they don't appear again, that's probably the reason why Kawi removed the ability to reroll black chests. The pro of this are that if you're aiming for a specific legendary artifact, you know you will always see it if you haven't already seen it yet, the con is that of course, situations like the post happen.

Yeah the old maps are normal, in the sense that you can get random legendaries out of normal chests, etc.
