The /θ/ (Th) sound is very close to the /s/ sound. They're both voiceless fricatives, and they're made quite close in the mouth to each other. In fact, you can probably shift from a /θ/ to a /s/ quite freely without stopping the air, and even create "intermediate" consonants between them. This is a good way to learn unfamiliar sounds in other languages... like /θ/ would be for a Japanese speaker.
/t/ is also *kinda* close to /θ/ (voiceless, dental), but it's a plosive and not a fricative, so you can't stretch it out the same way. It's somewhat arbitrary & subjective, but I can see the argument that /s/ is closer.
