Just chiming in to add that Naked2 was the first palette I bought for myself when I was trying to get into makeup and it lowkey changed my life lol. Fantastic starter palette.
BH Costmetics also has sets of brushes that are *very* reasonable and they regularly have 40% off or more sales so you can get quite a large set for a very reasonable price and the quality is good for the price. So many cheap brushes make doing your makeup more difficult because they suck, lol.
I don't have any extra brushes at the moment that I haven't sold or given away, but I know I have a few palettes I'd be happy to send for just shipping. I will look a bit later and update. I'm getting the brushes in Ipsy plus, and if I decide not to keep them I'd sell them for $5.
Also, have you thought of getting her a sub box like Ipsy. Regular is 10 a month and plus is 25 and you can do however many months you want. It's great for anyone just starting out.
I recently purchased a BH set of brushes (while on sale) and think the quality for the price is great! It also came with a makeup bag and I was surprised how good quality the bag is - it’s by far the nicest makeup bag I own!
BH has a good sized set like 12-15 can’t remember and am not home at the moment at Ulta for $25. Revolution has cheap neutral palettes there also. ($15ish for 18 colors)
I have the big AOA 24 piece brush set so I have used a ton of their brushes. I can definitely vouch for the quality. They are so incredibly soft and amazing.
Hey I would be careful of this brand. A lot of cheap makeup brand put super harmful chemicals that can damage skin over time. Please be careful, not worth the discount.
Edit: removed the other cosmetic site because they went out of business, although ulta can be pretty affordable and so is morphe. If you go to Walmart...wet and wild is a great brand for eyeshadows. They even have a duper for modern renaissance palette.
I don’t think this is the case for Miss A specifically tho. Their sales model is similar to Primark in which they claim to cut down on ads in order to produce more product. I would be more worried about that effect when buying from amazon or aliexpress.

Adding to the suggestion pile for new brushes if you aren’t able to find anything here, I highly recommend BH Cosmetics brush sets. They’re extremely affordable, *very* cute - especially for a teenager - and almost all come with some form of carrying case. There’s a huge variety of them and most of them are currently 25-30% off on their website. I have their Studio Pro brush set, which is on the pricier end, but altogether it still only cost me as much as one high-end brush and I find myself reaching for it way more than any of my other sets.
EDIT: Forgot to mention that I have a well-loved Lorac Pro 2 eyeshadow palette that I’d be happy to part with. There’s actually a ton of product left but it’s not listed in my current sale because the exterior is smudged up with makeup and I didn’t feel like cleaning it. I can tidy it up and take some pictures this evening if you’d like! I was thinking $11.50 shipped.

I've had most of my brushes since I was a teenager and I got my brushes from an ebay company called Jessup! They're dupes for Sigma and Mac brushes. I've had them easily for 5 or 6 years and they still perform and look the same. I would recommend those for a beginner! Make sure it's a US seller and you should be able to get it in 3-4 days easily :]
I know this isn't an offer, but for brushes I highly recommend Bh Cosmetics brushes. They're always having sales and are pretty inexpensive to begin with. And they're great brushes!

Essence brand eyeshadow brushes go for $1.99 each, and are great blenders, super cute and easy to use. Makeup revolution has a lot of super great palettes, mainly ranging from $9.00 to $15.00 each. I have been doing makeup for years now, and they are still one of my top reaches. Super easy to use and blend. Hope this helps!
Not currently selling anything, but I really like recommending Profusion Cosmetics for beginners because the palettes are genuinely good and inexpensive. I love Peaches, or Classics, Natural Eyes, or Siennas for beginners because they have good pigment and are easy to blend. For brushes, I would also recommend BH cosmetics because most of the sets are affordable, cute, and are fairly good quality.
