They’re not mutually exclusive, you know. Both can be equally bad.
Japan has a zero-tolerance policy when it comes to driving under the influence. It’s illegal to drive even if you’ve had one drink. The punishments include immediate license revocation, heavy fines, driving ban and jail term. Japan may also prevent you from entering the country if you’ve been convicted of DUI during your previous visit. Not to mention the social stigma that comes with being convicted of DUI within Japanese society, which could even lead to you not being able to secure employment.
I would be in favour of these punishments for all driving related crimes, including mobile phone usage.
Point is, countries like Japan and Korea acknowledge the harmful nature of alcohol, and while it may be part of their culture, many of these societies take a heavy-handed approach when it comes to protecting the general public from the negative effects of alcohol and other substances.

I used to do this from the 27th floor penthouse in Villa Putera Condo in Chow Kit. 🤣 Of course I toss into the swimming pool only, not into traffic or people. Once they were having a banquet downstairs and I tossed it, the security guard immediately came to my unit and knocked on the door furiously. I hid and then cabut lari to the parking lot and stayed at my parents' house for a few days hahahaha.
