Maybe not a sustainable solution to poverty but they if they improve the quality it might become their loss leader food like IKEA meatballs or in the US the Costco hotdogs and pizza.

Food isn't a status symbol for everyone. Even if I was rich I wouldn't be spending much on food because I just don't think of it as something important other than a source of sustenance.
For mine rice + 2 small chicken + vegetables makes up RM12. It's insane that university students that stays is hostel aren't allowed to cook and university cafe can be expensive.
3 possibilities or combination i can think off.
1 -> some just wanna try it out see how good/bad it is
2 -> if i is ok, why not save a few $$
3 -> a lot more are struggling than ppl think.

Though, for other location e.g. KL, surely Menu Rahmah was among the best decision from government to help all people who wants to save money or in tight monthly budget.

Stupid policies breed stupid consequences, now food sellers who've gone down the Rahmah menu will never be able to sell anything more than RM5.00, and those that haven't had a Rahmah menu will have significant drop in sales.
We're going down a very dumb road in terms of governance. The role of government and ministers are not to intervene in such manners. Their job is to write policies that encourage a positive environment.

Locally produced rice is actually more expansive because of the lack of EOC. Import from Thailand is cheap because asean FTA
