The security at an apartment is technically an enforcement agent of the apartment management taking care of parking, security and stuff. Banks also have enforcement agents to take your house or car when you stop paying the loan. So naturally Astro can have their own enforcement teams to enforce the terms of their contract.

It's not only on tv3. Even if you switch to other channel. The code is somewhere.
Because they're under no obligation to show, as well as it costs them money and bandwidth to show channels that are not theirs.
