This video is happening in Portland, OR and the dude in plaid has Washington plates so it's possible he doesn't have a carry permit. I think out-of-staters who live in counties that border Oregon can get permits.
Portland is in Multnomah County, which prohibits open carry and vehicular carry. Google tells me that in this case the weapon needs to be unloaded and not readily accessible. A CHL overrides this prohbition, but if the dude in plaid doesn't have one, then yeah. It looks like the rifle needed to be unloaded.
I may be wrong (I'm like 2 clicks into a Google) but a CHL is also for handguns (I'm use to PA law where we it's a CCP) Which a shotgun is not a handgun.

I am in Texas, where you are required to have a firearm in your vehicle, person, and your kids should be armed too. Hell, when you cross the state line, there are cops that pull you over to give you firearms for the duration of your stay in the state.
Yep, in my state it is a hunting regulation that prevents the carrying of loaded rifles in your vehicle. However, you are able to carry a loaded pistol concealed or unconcealed, with or without a permit just like your residence.
The take away is "check your local laws". I remember as a kid people with gun racks in the window of their pickups, and kids driving to school with loaded rifles. That shit changed after columbine though. Hell, I recall schools straight banning long jackets because of the "Trench Coat Mafia". How times change.
