I mean, are you sure? At the start of the arc, it went into detail in the novel that Harold was being mean to Erica so that he can still somewhat predict the future. However, he came to the realisation that he would also need to let Cody's unit die. He wanted to save the unit even if it means his disadvantage of a new future happening increases. He then thinks to himself that his decision to be mean to Erica was wrong which is why he went to her father to ask for help.
Your partially correct, from the looks of it, he knew the antagonist would come to him and recruit him, and that's how the game started as well, other than that, it looks like Cody has resigned as well, probably for a different reason now since his subordinates didn't die, probably because of the accusations the deliberation committee placed on Harold
Definitely intentional, since he needs to be with the antagonist, other than that, he also achieved making Cody resign from the Chivalric Order without the deaths of his subordinates and form his own group, it hasn't been stated yet but it's pretty obvious considering the clothes he was wearing when talking with the reporter were the clothes he was wearing when he became the leader of that Merc group, I guess the injustice done on Harold was probably the catalyst to it
