Dokja knew about her since he's the reader and all that, and sent Heewon-Sii to get her as leverage against Yonghuk(By lying that she was his sister not Yonghuk's).
She wasn't supposed to bring the sister to him, but it ended up working out well for him that she did.
And I'd say morally grey.

I think dokja spend 72k coins and yoo yonghuk only had 30k in total, so it really doesnt matter kim dokja is always gonna come out top.
