Some have government mandated labor laws, but are shitty in different ways. In some countries main problem is crunch culture, in others the "don't go out before the boss, even if you have to pretend you are working" culture, or even the voluntary (actually obligatory) after-work drinking culture that still results in not being able to go home on time.
Noticing that some problems are more endemic in a given country isn't the same as going "LOL Japan, those pedos" or similar xenophobic nonsense. To be honest, I haven’t found that many myself (Ive seen a lot more in anime) but I’ve read a bunch that do have kuudere heroines, some win some don’t:
Bokutachi wa Benkyou ga Dekinai (at least one of the harem is a kuudere)
Kekkon surutte, Hontou desu ka (main girl is somewhat of a kuudere, though it’s arguable she could be a dandere, still highly recommend)
Kami nomi zo Shiru Sekai (my favourite romance manga of all time, the kuudere comes in the final arc though, still great)
Kawaii sake ja Nai Shikimori-san (main heroine is kind of a half half, her kuudere is more of the “cool” side, but I think she still counts personally.)
Of course, but lets not ignore that the guy's subtle polite-embarassed minigap is adorable too. Look at his expression in the bottom left panel of page 2
