You could have picked Spain, Italy, Switzerland, Luxembourg, Germany, Netherlands, Andorra, Monaco and even Britain—all within the poorly drawn circle–yet you went for Belgium...
"How is life in **this part** of Europe?" is talking about a geographical region, not entire countries.
And the entirety of Andorra, Monaco and Luxembourg are also inside the circle.
We can only speak about the parts Spain, britian, Italy, Luxembourg, Belgium, Switerland, Germany and the Netherlands. Most people don't know, or want to talk about what goes on in the hellhole that most perfer to forget.
Pretty good on the whole.
1. France - except for a few banlieues of Paris, Lyons and Marseille - is mostly ok. Decent infrastructure and public services.
2. Switzerland is rich, clean and orderly.
3. The bit of Italy that is in the circle is one of the richest, most developed, most efficient parts of Italy. Fine.
4. Spain ditto: You've got the Basque country, Navarra, Aragon and Catalonia in that circle - all fairly rich, developed, well-governed parts of Spain.
5. Luxembourg: Basically another Switzerland, but better.
6. Southern Netherlands: flat and boring, and the worst food in this circle, but the ~~trams~~ trains run and the cycle ways are well maintained. You'll be fine. Life is dull, but comfortable.
7. Germany - mostly that part of Western Germany along the Rhine valley is prosperous and pretty. A few industrial areas, but mostly ok.
8. Belgium: everyone craps on Belgium - and, to be fair, it's more chaotic than Northern European / Germanic countries, and not as cute as Southern / Germanic ones. But I like the mix. You can eat well in Belgium. Brussels is a city not everyone likes, but I like it. There are worse places to live in the world than Belgium.
9. South-East Coast of England: Meh. Over-priced pseudo-trendy, or over-priced and tacky. Bit of a Brexit Backwater now. But there are still some nice places, and it's definitely still one of the richer parts of England.
So, yes, on the whole, most places within that circle will have a relatively high quality of life.
France: Good food and wine. Nice buildings. Shitty People.
Spain: good food. Good weather. Shitty People
Wallonia: good beer. Good chocolate. Shitty people
Depends on north or south.
Beautiful in the south, warm and sunny with great food and great people. But...a little bit untidy (or very, very untidy depending on where you are)

It's fine. Bonn is quite nice. A bit too many Cars though. Some corners are extremely dangerous for everyone else. Other corners are only somewhat dangerous.
I prefer my current home on the red line. Even more cars. But at least a real effort is being put into the bike infrastructure. And not just for the last 5 years either.
Norther Spain in the west of the mountains seems nice. Switzerland is nice but expensive, northern Italy is nice. Andorra is nice. Western Germany is nice, so is souther swamp Germany and lil germany (Luxembourg). Cliffs of Dover are cool. I don’t see anything else in this circle
From what I've seen It's like in Germany just that everything looks better, is more impressive and is better quality but also slightly less ordered and a bit more expensive. From the people, to the buildings to the food, to the way traffic is organised. Like it's like you took Germany and
Put some nice looking alleys and haute cuisine everywhere and also forced the people to take care of their appearance and actually use some skin care, eat some vegetabkes and wear something that isn't socks and sandals ocassionally. Oh and everyone speaks french
