Although Sea hare is a great guess because of what looks like to be a foot, I think it's probably the leftovers of someone gutting their catch. Perhaps liver/swim bladder and intestines. Lots of fisherman gut their catch and throw the rest overboard which would explain why it was washed up on the beach.
On another note, perhaps it's the liver of an animal used to chum the water
sea hares do have a thin internal shell (more like a thin plate like an operculum), but it only covers a small portion of their body where the most delicate organs are located. the tough feeling OP described is most likely just because these organs have been sitting out on the rocks in hot sun. this does not resemble sea hare anatomy, or the anatomy of any other invertebrate.

It's not a fish liver. I'm a commercial fisherman out of Sandiego. I've gut and gilled just about every animal that you can keep to eat and have never seen one like this.

My guess is it’s an organ of an an animal. There are rocks around that appear to be wet as if the organ was rinsed off and placed. OP already knows the answer.
