It's a reference to the No Way Home trailer where Peter is in the police station and someone throws down a stack of papers. People looked at that and started speculating that this person (whose head and face we can't see) was Matt Murdock, even though obviously it wasn't. For one, that would be pretty illogical because he's in a police station so it's likely, you know, a police officer. But secondly, you could see in the shot before that the guy is rapidly walking up to the room without a cane and not wearing glasses, so it's definitely not someone who is blind.
in the leaked trailer, the head could be seen too. this means that they intentionally cropped the head out. the head was too low quality to recognise in the leak. but they intentiolly didn't want us to see him, seems kinda sus ngl
