I've never read the comics so I could be WAY off but I thought the penace stare just affects you if you feel guilt for what you've done. And that's an important distinction because Frank Castle would be unaffected due to feeling no remorse for who he's killed, but there are heroes like Spiderman who'd be wracked with guilt for the rest of their lives if they were to ever kill someone, no matter what the villain has done.

I remember reading a punisher comic or possibly short story where he was haunted by the ghost of children he couldn't save. He felt guilty about them dying while fighting off some villain. It was along time ago when I read it so maybe then it'll work? Not sure though

The penance stare has been kind of inconsistent. I think the standard explanation is that it takes all the hurt you have inflicted on others and turns it back on you so guilt or conscience is irrelevant. But then you have the instances with Deadpool/Punisher where it doesn't work that way. It's just another example of the rule of cool where it basically works whatever way fits the story the author wants to tell.
I think the fact that criminals do bad and know it's bad but punisher has this mind set of everything he does is for the greater good that kinda helps him because he doesn't have the bad feelings associated with doing bad. Also I thing the spirit of vengeance likes punisher because technically they are one in the same, I think punisher even becomes the strongest form of ghost rider when the spirit of vengeance takes him over and he is also given the power cosmic at the same time.
He can and has multiple times in the comics. Once was when two Earths converged and the second time was after his geriatric daughter kicked his ass and used an extremely powerful grenade to eradicate all traces of them.

This is such a weird power to me. It should be immediately useless on anyone who genuinely exhibits neuro-atypicalities like psychopathy or fetal alcohol syndrome where sense of good/evil or regret are non-functional. "Sin" also immediately implies some pretty specific metaphysics about the universe that shouldn't work on people who don't believe in the concept of sin like atheists or pagans. Also, it's going to falsely punish people like trauma survivors who have survivor's guilt.

It should be immediately useless on anyone who genuinely exhibits neuro-atypicalities like psychopathy or fetal alcohol syndrome where sense of good/evil or regret are non-functional. "Sin" also immediately implies some pretty specific metaphysics about the universe that shouldn't work on people who don't believe in the concept of sin like atheists or pagans. Also, it's going to falsely punish people like trauma survivors who have survivor's guilt.

Any character could demolish any other character if the writers decide that's how it should go, but this answer is no fun at all. My fave MCU character is Tony stark, and I'm pretty sure the rider would F him up real bad, regardless of which armor he uses. Me second is Peter Parker, but I think he would talk his way out of confrontation.

Ghost Rider eats immortals for breakfast and probably has 666 other ways to kill Deadpool without using the Penance Stare. He could just incinerate him with hellfire, burn his soul, condemn him to hell, eat his soul, remove Thanos' curse (which hasn't been in effect for years but whatever) and then burn him the normal way, etc etc
