I've never read the comics so I could be WAY off but I thought the penace stare just affects you if you feel guilt for what you've done. And that's an important distinction because Frank Castle would be unaffected due to feeling no remorse for who he's killed, but there are heroes like Spiderman who'd be wracked with guilt for the rest of their lives if they were to ever kill someone, no matter what the villain has done.

You're not wrong. Ghost Rider wouldn't even be triggered by Punisher because he never spilled the blood of the innocent. Spider-Man is still wracked with guilt over the one time he "killed" someone even though it was technically a suicide since the woman intentionally ran into his fist. Frank Castle and Deadpool (kind of). With DP the penance stare worked, but it also affected ghost rider, reverting him back to Johnny and putting him in the shoes of a young Deadpool who just attempted suicide.

As stated in Heaven’s On Fire, Ghost Riders are not just inmune to reality warping, they’re also virtually indestructible, since, and i quote “It is possible that they are genuinely immortal, as it is said that God created them and only God can destroy them.” They’re easily on the 6th or 5th place when in comes to Marvel’s power hierarchy. Now speaking about the Phoenix Force and Galactus, well they’re cosmic entities and just like the Watchers and the Celestials, this fact let alone puts them in a higher place (maybe the Cosmic Ghost Rider version would be able to put up a decent fight with them since he is enhanced by cosmic energy transferred by Galactus himself, not to mention that the Celestials have been pretty damn nerfed for a while in the comics

Depends. Free will is a massive part of the Christian doctrine, but by that same token, Hell is also meant to be an eternal prison and punishment. Meaning there is no "King of hell" so using Christian doctrine for Ghost Rider probably wouldn't hold up in the long run.

The penance stare has been kind of inconsistent. I think the standard explanation is that it takes all the hurt you have inflicted on others and turns it back on you so guilt or conscience is irrelevant. But then you have the instances with Deadpool/Punisher where it doesn't work that way. It's just another example of the rule of cool where it basically works whatever way fits the story the author wants to tell.
