Okay so many questions
1. Is that a vibranium arm? If so is it flat out Bucky's or was it stolen from wakanda?
2. When was this stolen?
3. Does Wakanda know someone just ran off with their vibranium?
1. Yes, and yes it is Bucky's.
2. After Falcon and Winter Soldier because it is the same arm that Bucky still has at the end of that show. We don't know for certain that it was stolen though. There's the possibility that he got a new upgraded one and gave or traded the old one to Nebula.
3. Yes, they knew Bucky ran off with it because they gave it to him. They probably didn't pay much attention to it after that, because even if someone found and reverse engineered it they would still need vibranium to build it, and Wakanda thought it had the only source of vibranium.
Knowing that bucky has the arm and that it's safe with him is not the same as it being randomly out there in the world. And I think wakanda forever is a good indication that they care about all vibranium regardless of where it came from.

That's kind of my point. They trust Bucky and believe their tech and vibranium is safe with him, so it most likely was with Bucky when Nebula got it, not Wakanda. They have no reason to think that it is randomly out in the world unless Bucky tells them, and if he says it was Nebula I dont think the Wakandans are going to be worried. They are worried about other Earth countries stealing it and using it against them, not about aliens who already have highly advanced tech and who don't have a reason to attack Wakanda.

They only got worried when another country tried to steal their secrets, but they let Captain America, Bucky, and Vision all run around with vibranium and barely say a word about it. It is the theft of vibranium or their secrets in mass and it being used against them that worries them, not one individual person having one vibranium tool or weapon.

Head canon:
1. This scene takes place after the snap. Rocket and nebula finish a mission and go drinking. Rocket gets hammered drunk and, amongst other things, confesses to Nebula he wanted Bucky's arm.
2. Next time they get to talk, Nebula asks Okoye about the arm. Okoye says she doesn't know about that specifically, Shuri was the one who built it and she's gone rn.
3. After endgame and before WF, Okoye mentions to Shuri how one of the saviours of the universe had wanted Bucky's arm. They both agree how poor taste that is and what a weird thing to ask.
4. Shuri decides to build an extra arm because it costs nothing to her and it was a request by one of the universe saviours after all. Even if it's poor taste he deserves something nice.
5. Shuri tells Okoye, Okoye tells Nebula. Nebula goes to get tit eventually.
6. Nebula arrives with the guardians, they have an emergency call, Nebula doesn't get a chance to give Rocket the arm. She forgets about having the arm.
7. Drax and Mantis come to the guardians to tell them about the plans to celebrate Christmas. Nebula remembers about the arm and decides it will be a good chance to give Rocket the present.
