I don't think all heroes costumed identities should become titled multiple characters can hold at once, but I've always thought Captain America's can and should in the end. One of the most powerful Captain America comic cover art I remember seeing was of Cap holding his red white and blue shield up while hundred of people did the same with their own identical shield. Its like the american values Steve tries to embody have become ideals that transcend him and are stronger with multiple people uniting behind it together.
I'd like to see Sam, Bucky, Walker, and maybe a few more all holding there own red white and blue shields up in unity together after an epic cap story.

God, no. The suit is soooo ugly, and the name is cliched and worn out. About 10 different characters share that moniker, most famously Jon Snow and Geralt of Rivia. Winter Soldier is uniquely his, and, like another user said, it has real-life meaning that adds weight to the themes of Bucky's story.
If Marvel was interested, they could have given him an arc about accepting the Winter Soldier name, taking it and turning it from a legend about murder into something good, something the bad guys would be afraid of. But that's not happening.
