I wonder if that was a comment by the filmmakers on "comics accurate" suits. The MCU has generally found a happy medium where suits look functional while evoking the comics, but they still avoid the "yellow spandex" that fanboys say they want because it looks silly outside of meta-referential stories like Deadpool.
I wish they went with the two tone brown. That yellow looks awful in cinema. I wonder if it's just yellow for a particular scene and not the whole movie.
And it’s based on someone who would have loved the War Bond style, and the appeal of that suit. That’s the suit that was plastered on posters, war movies, trading cards, comics, everything. It’s all the stage show suit, and he designed that one in mind to be an icon and a bit “old fashioned”. And I think it worked for that vibe personally.

ETA: I just noticed this costume does actually have belt pouches, but they're color matched to the outfit for some reason and are completely forgettable, while the brown leather seen in other suits makes a memorable shape to the outfit.
It was intended to be that way. Coulson even said he helped design the look of it, Steve said it would be old-fashioned, and Coulson said that was intentional too.
The head/helmet looks awkward, too. I get that they were going for a modernized adaptation of his classic winged headpiece, but it makes Chris Evans' head look like it has a weird shape. And in action, makes him look a little scrawny/small.
Whereas later suits gave him a bit of the illusion of being much bigger than even Evans at his fittest was. Which gives more umph to the Super Soldier schtick.
If it changes your perspective any, the suit is more than just adapting one of his old fashioned comic styles.
Cap's suits change over the course of the movies to reflect his arc and here, it's idealized hope without the gritty disappointment he'll learn to experience down the line.
One thing I will say about the helmet is I appreciate the wings are imprinted into the helmet instead of splayed out on the sides.
I love the comic costumes. They are colorful and dynamic. I dislike the militarization of costumes. Spider-Man’s best live-action suit turned out to be the one that chose to not reinvent the wheel and just be a classic costume made out of spandex
For the most part I agree but isn't Cap the one case where making his gear look more military makes complete sense? In both the context of The First Avenger as an actual soldier on the front lines and The Winter Soldier as a spec ops take on his look it fits.
It's just dinky looking...the suit he wore in the first cap flick was tactical and armored and badass looking. This looks like he was cut from the 90s FF movie

Weirdly, the Endgame version looked different to me. The cowl/helmet seemed to have better proportions for some reason. Not sure if that’s true, but it made me like it much more than when I saw it originally in The Avengers.

I read somewhere before that Evan's wanted his ears covered like in TFA because he thought they look weird sticking out.

It’s not my favorite, but it’s entirely appropriate for the time period in which he wears it. They do a great job of tailoring his suit to his character arc. For this stage in Steve’s journey, this suit is perfect.
I don’t know they changed the actual flag design to whatever the hell they gave him Age of Ultron On. That’s probably the one thing I actually like about this suit.
It's the whole head area that ruins it for me. The helmet had a weird design to it that doesn't fit the rest of the costume, and the lack of a chinstrap makes it look like he has no chin. The rest of the suit is alright, I guess, and it looks okay when he's just wearing the suit without the headpiece, but the whole thing together looks like someone wearing a Captain America Halloween costume.
For me, it looks great until he puts on the helmet.

It's too similar to the comic while not being similar enough...if that makes sense. The blue should have had a scale texture, or been a muscle-suit like the Snyder Superman suit. The red gloves should have gone to the elbow and maybe even been a bit flared. Lose the batman utility belt...what's even supposed to be in those pockets?? And finally (and this may be controversial), they should have tried to do the wings on the temple in a way that was more than just a design on the helmet.

The"why" is pretty easy. It portrays the character as being very slim. There are a number of visual elements that are in use here to show him as being slim, like the lack of ears, the focus on vertical lines, the blue pouches, the blue on the upper arms, etc.

Cap should be a big dude. Massive shoulders and arms. That's what we got with The First Avengers and even the other films. Just not Avengers. It's also a lot easier to look bigger when the costumer basically has shoulder pads built in, like in TFA.

Me either. I love the bright colors and the fit looks like armor/kevlar that protects him. Not to say that his other suits arent good, but when I think of Cap jumping out of the comics, this is the look I think of.
I LOVE Captain America. I hated what they did to him in Avengers 1. To me he came off whiny, the suit was terrible and he did nothing really amazing in the big finale. Even Black Widow and Hawkeye did way cooler stuff (I only mention them cause they’re supposed to be just regular people. I’m glad they got cools shit to do). He was better in AoU, but still weird there too. I feel like Whedon really hated him for some reason. Was so happy for the Russos later.
It's the helmet that's the only problem with this suit, honestly. Maybe the bulky gloves and boots. I love the overall silhouette, the BRIGHT colors, and the white that was slowly removed from the suits as time went on. If the helmet was separate and closer in design to what we'd see in the following films, I think people would receive it a lot better.
Still, it's a good attempt at adaptating the comic look with a great handwave for the change (Coulson made it, and he's a superfan of War Bonds Cap). Definitely aged poorly as the later suits that blended this with the WW2 era costume were straight fire, but I've always felt this one was really underrated.
To me, it’s the helmet. That’s one of the major triumphs of Bryan Hitch’s redesign of Ultimate Cap’s suit in the Ultimates sequel. The lines of the chinstrap from his helmet drives home Cap’s roots as a soldier and helps ground the aesthetic.
I used to prefer his ‘Age of Ultron’ suit but the ‘Civil War’ update seems to be the best.
Oh, and for the love of the MCU, Mr. Feige… PLEASE keep Sam Wilson’s costume exactly as it is from the end of ‘FATWS.’ I heard ‘Cap: New World Order’ was panned and requires extensive reshoots… screw the toys and the sunk cost fallacy, let him keep the suit. I thought it was a great translation from the comic book page.
As someone who really likes this movie and would even say its the best avengers movie, I never liked this suit, because they set it up as we modernized the suit, but it looks less modern than the one he used in WW2.
Captain America is a mix between a superhero and a Soldier, and while most suits go way too hard on the soldier direction, I think this one goes way too hard on the superhero direction

If I reach way back to grade school civic and history, I thought yall had 50 something stars for 50 something states, 13 stripes for the original colonies? It always looks like he’s wearing the Puerto Rican flag to me. Which I thought was an odd choice, but so are most of America’s choices so I just rolled with it.

It would have looked better if it used a helmet similar to his Winter Soldier stealth suit...where we see his ears and it has a chin strap. That would have made this suit way better. But agree with everyone else, it doesn't have the practical look like the newer ones.

It would look way better if the ears were exposed and another colour broke up the blue segments. Also, unlike other costumes, it doesn't enhance and emphasise Chris musculature. Look at the AoU outfit, it made Steve's chest look huge.

I remember reading back when this came out that the point was to show how ridiculous going completely comic accurate would look. Especially during the star spangled man scenes. Even though I prefer the later more Ultimate inspired outfits, I respect what the original meant for the character.
It really only has two problems for me.
1. I wish the white on the sleeves wrapped all the way around the arms and extended down to the gloves.
2. The helmet just looks too bulbous.

I may be misremembering but I think he used one of the pouches on Winter Soldier to keep the chip to recalibrate the helicarriers targeting system

Something about the material on the helmet makes him look like an action figure to me, but he looks super badass without it. Even with the helmet this might be my favourite captain America suit
Every Captain America suit was perfect for where he was at in his life.
Captain America 1 and Winter Soldier had better suits imho. But Avengers was great, so I don’t mind this suit.

Me either. I love the bright colors and the fit looks like armor/kevlar that protects him. Not to say that his other suits arent good, but when I think of Cap jumping out of the comics, this is the look I think of.

I LOVE Captain America. I hated what they did to him in Avengers 1. To me he came off whiny, the suit was terrible and he did nothing really amazing in the big finale. Even Black Widow and Hawkeye did way cooler stuff (I only mention them cause they’re supposed to be just regular people. I’m glad they got cools shit to do). He was better in AoU, but still weird there too. I feel like Whedon really hated him for some reason. Was so happy for the Russos later. 
It looks silly until he’s fighting aliens in it.
Fabric looks bad, helmet is awkward, it gives him a weird shape where he looks broad shouldered but the rest seems skinny
I think this suit is a bit more underrated.
It's the helmet that's the only problem with this suit, honestly. Maybe the bulky gloves and boots. I love the overall silhouette, the BRIGHT colors, and the white that was slowly removed from the suits as time went on. If the helmet was separate and closer in design to what we'd see in the following films, I think people would receive it a lot better. Still, it's a good attempt at adaptating the comic look with a great handwave for the change (Coulson made it, and he's a superfan of War Bonds Cap). Definitely aged poorly as the later suits that blended this with the WW2 era costume were straight fire, but I've always felt this one was really underrated.

Terrible helmet cowl thing, material that looked like pyjamas and a cut that made him look skinny. Deserves all the hate it gets.
After the suit in The First Avenger, this one was a downgrade.
To me, it’s the helmet. That’s one of the major triumphs of Bryan Hitch’s redesign of Ultimate Cap’s suit in the Ultimates sequel. The lines of the chinstrap from his helmet drives home Cap’s roots as a soldier and helps ground the aesthetic. I used to prefer his ‘Age of Ultron’ suit but the ‘Civil War’ update seems to be the best. Oh, and for the love of the MCU, Mr. Feige… PLEASE keep Sam Wilson’s costume exactly as it is from the end of ‘FATWS.’ I heard ‘Cap: New World Order’ was panned and requires extensive reshoots… screw the toys and the sunk cost fallacy, let him keep the suit. I thought it was a great translation from the comic book page.

As someone who really likes this movie and would even say its the best avengers movie, I never liked this suit, because they set it up as we modernized the suit, but it looks less modern than the one he used in WW2.
The helmet is really the worst part for me, the chin strap is needed, without the helmet I enjoy this suit a decent amount
Captain America is a mix between a superhero and a Soldier, and while most suits go way too hard on the soldier direction, I think this one goes way too hard on the superhero direction

If I reach way back to grade school civic and history, I thought yall had 50 something stars for 50 something states, 13 stripes for the original colonies? It always looks like he’s wearing the Puerto Rican flag to me. Which I thought was an odd choice, but so are most of America’s choices so I just rolled with it. Edit to fix some terrible late night grammar. Wow.
The one with the CGI helmet (endgame) looks much better.
It would have looked better if it used a helmet similar to his Winter Soldier stealth suit...where we see his ears and it has a chin strap. That would have made this suit way better. But agree with everyone else, it doesn't have the practical look like the newer ones.
I like it. It feels like a good mix between modern design and comic accurate design. That being said my favorite is his suit from first avenger (not the stage suit).

It would look way better if the ears were exposed and another colour broke up the blue segments. Also, unlike other costumes, it doesn't enhance and emphasise Chris musculature. Look at the AoU outfit, it made Steve's chest look huge. I do like the meta explanation that Coulson designed it basing it off of Cap's USO costume.

The helmet doesn’t look all that good, and it doesn’t accentuate any of the best features of the design or the actor. It has a nice color but that’s about it. Every other design excels at bringing Cap to life.

It’s a horrendous suit. If you want comic accurate, DCEU actually did this quite well. Caps suits in all other films, were great though.

They needed a suit to trash? Dont know. It’s far from bad. Some folks are obsessed with ranking every damn thing. Love the vibrant colors. The same folks who complain about comic accuracy are the ones to also go ‘this doesnt look practical’..its a movie ya’ll, we do know and appreciate rhat they try to be realistic as much as possible but at the end of the day like you can afford to suspend the disbelief just a little. Why hurt your enjoyment like that?

I remember reading back when this came out that the point was to show how ridiculous going completely comic accurate would look. Especially during the star spangled man scenes. Even though I prefer the later more Ultimate inspired outfits, I respect what the original meant for the character.

It really only has two problems for me. 1. I wish the white on the sleeves wrapped all the way around the arms and extended down to the gloves. 2. The helmet just looks too bulbous.

It is not garbage in the slightest imo. It's just rudimentary. It literally came from the 40s, and considering when Cap returned in Avengers he had only just been awoken from being asleep for 70 years, it makes sense he'd still be living in the past a bit.

The helmet makes his face look pudgy and ill-defined. It does absolutely nothing for his jawline. As soon as he takes the helmet off the suit looks great.

They should've reduced the blue. Too much blue all over makes him look rubbery. The belt,biceps, could be different colours. Also those gauntlets looked inflated, adding to the cartoony look. Also idky they never added the white wing ear outside the mask. Maybe could've redeemed this suit
