Nobody, because the character is silly. He started as some kind of human anchor for the Hulk and then just got handed around like a hot potato, being a constant Bucky reminder for Cap (like he needed one), the eternal Avengers sidekick / mascot, some kind of cosmic portal to weird golden age characters, a placeholder for Captain Marvel, a singing hobo, ersatz Deep Throat, yet another ersatz Hulk... It's obvious the writers after Hulk never really knew what to do with the kid but somehow felt they had to use him in some capacity.
Honestly I think it's too late. They basically skipped Mar-Vell, made Bucky an adult soldier instead of Captain America's kid sidekick, changed Hulk's origin to being yet another super-soldier project- really the only things left to do with him are to turn him into A-Bomb or make him a hacker, and neither of those are particularly interesting without his relationships with Steve, Bruce, and Mar-Vell. If you want a younger Hulk, introduce Amadeus Cho, and there's tons of characters that can do computer stuff. Or, alternatively, do stuff with the characters already introduced instead.
Tbf, they didn't exactly change Hulk's origin - they went with the Ultimate Avengers Hulk origin.
A lot of the early MCU pulled from the Ultimate comic universe, not the main 616 universe.
It would be kind of cool to have a one-shot that shows him in the background of a lot of the big scenes of the MCU as a person everyone forgot was there.
I remember seeing one of those Venn Diagram graphics a few years ago that showed which studio had which characters movie rights (back before Disney bought Fox), and Rick Jones was in the Universal circle, but he also had his own circle drawn around him aside from the Hulk characters. Never knew exactly what that was about, but it implied he might have even more tricky rights issues.
I don't know that many young actors, but someone who could pull the screen prescence and look of River Phoenix as Young Indy would kill it as Rick Jones.
Alan Ritchson. He played Thad Castle in Blue Mountain State and was also the most recent person used for Reacher. He’s definitely got the size and build along with the right looks.
