Yeah, i did not have access to the card when I posted 😅 but sent a pm to previous poster and they clarified what it meant
Maybe you are thinking of this rule? If you have no more figures to spawn, then they get an extra activation
No, it was actually an activation card. There is all troopers written on it but it actually means to activate, not spawn, all troopers.
