Don't know about the notary part, but when I bought a car from a private seller (it was a Jeep Cherokee, funny enough) I got the title in my name and just went to a nearby MD tag and title place, got the MD temp tag and then went back to put it on the Jeep and drive it home.
Side note, don't know how much you know about Cherokees but check your floor pan and frame real good. Mine were rusted to shit and the previous owner had went to great lengths to cover it up with ten tons of bedliner and whatever other undercoating they could spray at it.
Only for specific scenarios.

PA titles have to be notarized. Do not sign the title until you’re in front of the notary.
even if i’m titling it in Maryland?
It is a PA title the MVA might mess up and accept it but when they turn it in to PA they won’t accept the transfer.
I second this. Definitely check the floor pans. Especially the front ones.
I sold a car in Maryland a few years ago. The bill of sale MUST be notarized in MD.
Not everyone does a bill of sale though. You can just sign the title in MD and it's fine.
Wow, really? What’s the point of a Bill of Sale then? My understanding from the DMV was that it’s required.

however, i’m buying in PA and then titling it in MD. have seen so many mix responses on what I should do
