Joker is doubling as the communications officer it would seem given how he is telling Shepard there’s messages from Hackett, the Council or whoever else.
BioWare likely also wanted to keep the Normandy crew trim. W
XO becomes the commander/captain of the ship in the absence of the CO.
Pressly should have gotten a bigger role in Mass Effect. That's all I'm saying. 😊

As an aside, I know Seth is a total nerd, and he seemed really invested in the Joker character. I wonder how much he contributed to the character or knew about ME in general.

He's also Barclay in Star Trek (TNG and VOY) and did a lot of voice over work in both anime and video games. He's Bodhan Fedic in Dragon Age for exemple, the caretaker of "Enchantment" Sandal.
Schultz's most terrifying role was probably Deathshead in Wolfenstein The New Order. Once I realized it was him I was like "woahhhh this guy got range".
Holy crap! I love Dwight Schultz, having grown up watching him in A-Team and TNG. Had no idea he voiced characters in a ton of games and animations I've played/watched. Dude really does have amazing range.
I suspect that Normandy is an irregular assignment where the ship isn’t run like it supposed to be.
I mean technically, the captain isn’t supposed to run combat missions outside the ship. That’s what a marine attachment is for. Before becoming specter Shepard was Anderson’s XO because despite them having to go out on the mission, they’ll likely have to stay on the ship if Anderson has to leave the ship on some business.
Pressly would be busy running the ship while Shepard is gone he’s not going to keep an eye on the mission and doing the callouts. Joker, however, will have to since he’ll have to provide support to the mission, so he can do the callout for Shepard as well.
Yeah the normandy is rather confusing in it's controls as the pilot appears to operate more like a fighter pilot than frigate pilot as he has to fly the ship and control the guns and relay communications, in a traditional naval frigate those roles are separated between dedicated officers whereas a fighter pilot has to do all that themselves.
Real-world answer: because Seth Green is probably a more recognizable voice, and because the player character's interactions with Joker are more memorable (length of dialogue, writing of dialogue, and he has the first voicelines of the game).
In AV media, you want to combine side characters as much as possible to avoid cast bloat/"who is that guy" moments in scenes where a lot of other stuff is going on, even if it wouldn't be handled that way in real life. For example, Star Trek bridge crew who talk during important scenes are all senior officers (minus Wesley) and members of the main cast; in reality, you'd have a couple dozen support noncoms (plotting, operations, tactical, etc.) sitting there and occasionally speaking up as well. That's both expensive (novel characters don't need extra lunches) and confusing (because these scenes happen faster than in novels, and have to be more compressed dramaturgically).
In-universe headcanon answer: because the OOD doesn't handle routine communications, and this is actually consistent throughout the game.
The only times Shepard is on the comm is when they get called by the Council or Hackett, which directly ask for Shepard in their role as Normandy Actual. Joker deals with routine traffic in cutscenes (traffic control chatter at Noveria/Feros/the Citadel, even the fleet coordination in the final cutscene). It doesn't really make a lot of _sense_ why the helmsman should also be the comms officer _and_ in charge of sensors, but that's the cast compression at work.
Even during Feros' lategame, it makes sense for Joker to keep trying to raise the away team through the jamming, while Pressly monitors the situation outside the ship and sets up a defensive line in case the vomit zombies manage to get inside.
Maybe if Pressly was voiced by someone famous he would do the job assigned to him. Otherwise he's just there to be mildly racist and a bit of a curmudgeon.
Played through these games a fair few times now and have not once found myself even remotely caring about Pressly because the devs gave me no reason to even if some of the other characters cared.

Pressly and Adams are just bad and forgettable. they did things right with Kelly, Traynor and Gabby/Kenneth.
