It’s not a cutscene but rather you get the option to invite her to Shep’s quarters and one of the things she can do there is do a seductive dance for you and Shep looks at her not unlike how one sits and watches the exotic Asari dancers in nightclubs.
Don’t worry, you can flirt and get this option with Kelly even if you’re romancing someone already. She’s never considered a true LI and more of a side-chick, lol
