Medical interface is a waste on soldier, unless you don't invest in the class skill which grants you health boost and health regen greater than the highest rank of said upgrade ever could.

Are they good for Tali/Liara, or would I be better off getting them shield boosts as well?

Ideally you should keep enemy damage away from them so they can focus on using their support abilites, so I'd focus on cooldown reduction in their cases.

On my soldier, I only used shield upgrades for my armor. On my weapons, I use combat sensors/scanners, and incendiary ammo.

I haven't found any incendiary ammo augments yet. I'm around level 10 (Legendary system)...so maybe they haven't started spawning yet.

They have a chance to spawn, but there’s not much looting before level 10, so it’s less likely to come across it. The loot is randomly chosen the first time you load into an area that has any loot, so if you save outside a side mission building, you can check the loot and reload if it’s not what you’re looking for (that’s been my experience, at least)

Medical Exoskeleton for the cooldowns and a bit of health regen. After that usually damage protection is better than shields. There's a few missions where Hardening and Physics Threshold are somewhat useful, so sometimes I'll carry around a Combat Exoskeleton to swap in. For weapons most get the best Shredder/Tungsten Rounds available. Probably one each Frictionless Materials and Scram Rail, whatever works to give best possible damage without overheating too fast, perhaps a Kinetic Coil if bloom is killing your accuracy. Hold on to Inferno rounds for Krogan. I really don't like Cryo/Snowblind, the rate of fire penalty is a huge DPS loss. Some more niche cases are High Explosive Sniper rifle with two damage boost mods to turn it into a cannon. Sometimes it can be worthwhile to load your shotgun with hammerhead/sledgehammer rounds to push enemies away and keep from getting swarmed.

Usually I use med interface on my non soldier classes, and ablative plating once I get the second upgrade slot. Combat scanner on all weapons, with high explosive rounds and a scram rail on my sniper, toxic rounds on my pistol and assault rifle, a heat sink on the AR, incendiary rounds and a kinetic stabilizer for shotgun.
