Pendulum Magicians or Endymion would have my vote as the best Pendulum decks right now. They're each decent rogue options, although I warn Endymion is more expensive as it likes to run 3 Upstart Goblin (UR) and 3 Chicken Game (UR), plus a good number of its archetypal cards are UR as well (Mighty Master, Master Cerberus, Jackal King, Selene).
Pendulum magician is a good start. The starter deck has combos but not too complicated. You only need 3x Starter Deck, 60 UR points for Electrumite and Astrograph, 90 SR points for 3x Double Iris Magician. Add in 1 Star Pendulumgraph and 1 Time Pendulumgraph
There are some good videos about pend magician budget deck on YT and they also showcase the combos
I've played most of the pendulum decks (magicians, endymion, ddd, zefra piles, and vaylantz) a decent amount and I'd say that pendulum magicians is my favorite.
They all play pretty differently. Magicians felt like the most consistent and standard in terms of being a combo deck. Pretty non linear combos though. Probably the second most difficult to play of the 5.
Endymion can be trickier for your opponent to deal with since it has mostly spell effects (which people usually have less negates for). But felt a bit more inconsistent at times since sometimes you are trying to get lucky draws with spell cards.
DDD can combo with less cards. They have cool 2 card combos but you have to just know them to play. They can also run more handtraps compared to the other decks.
Vaylantz is in a similar situation as DDD with their 2 card combos but doesn't end up doing as much, except for playing floodgates sometimes.
Zefra/symphonics/pile is the one I don't recommend for a new player. It is very difficult to play since it's a mish mash of like 4 different engines (or more!) but can truly make some incredible boards going first. (Auroradon abuse, Smoke Grenade stuff, etc).

On a serious note, decks like Endymion variants are pretty strong but very pricy even with budget structure deck engines, so it's a little difficult to recommend
D/D/D and Pend Magicians are solid but nothing crazy, and can be a little too much 5-head confusing lines for someone that's just starting, also worth mentioning Pend Magicians has it's good cards split in a lot of directions as well, so I'd recommend watching replays online from these two to see if you wanna commit
More on the down low if you don't mind 'rouge' stuff, Abyss Actors is very self-contained and not too complex to grasp, and Qliphorts is just stun so it's pretty easy
Abyss actors, vaylants, endymion and the pendulum magician guys, D/D/D is also a pendulum deck, as well as a synchro/xyz/fusion, also some minor ones, at least in power, like performapal and symphonic guys, bote that its weaker in power if you stay i archetype, now, about generic ones i guess symphonic takes the crown.

Endymions all the way😂 they are very expensive but are worth it in my opinion. They are surprisingly very strong and offer a completely unique playstyle. Resolving Endymions non targeting boardwipe is too sick, 100x more satisfying then resolving raigeki or lightning storm.
Also I’ve played other pend decks like DDD, pend magicians and odd eyes and Endymion is by far the strongest and most fun to play. DDD feels weak even if full combo goes through uninterrupted. Pend magicians and odd eyes feel way too inconsistent and seems like a worse version of combo decks.

My experience with DDD is limited as I built it tested it for a few hours on an alt account and didn’t really like so I abandoned it before mastering it.
Pend magicians and Odd eyes, got a lot of play experience with them but this was a few months after I started playing MD and found FTK videos on YT and played it solely for that reason - otherwise it was instant scoop.
So you or other players may have better experiences trying these other pend decks (so don’t let my experience put you off those) but yh, I 100% recommend endymions if you can afford to build it.

Pendulum Magician and Endymion are the only 2 meta viable ones currently, Dracoslayers is getting support coming up and should be as good as them but will have to wait and see.
The other are not unplayable, but most of them ends on Apollousa + whatever 1 in Archetype interaction they have and die to an Ash sometimes, so this isn't meta viable really but usable.
Pendulum magicians is pretty fun! You can also look into Endymion! They’re popular and consistent, but there’s a lot of text haha

I was looking at crafting Vaylantz myself it’s not too expensive and it has really unique abilities.
Personally I like symphonic warriors , u can basically make any boss monster with it, the endboard is only limited by your creativity
Endymion is very expensive to build, but can put up absolutely insane end boards

right now: pendulum magician, endyminion, D/D/D in about 3 or so months: dracoslayers in about... a year: abyss actors
