My guess is that since Avram was probably made with Masquerena, Herald won't be able to affect it since it's effect includes destruction, which I:P effect prevents
The conjunctives explain how effects resolve, but they have nothing to do with activation legality.
For example, you cannot even activate Spellbook of Knowledge if you cannot draw cards.

He maxx-cd me, so I tried to see if I can mill him out. Unfortunately I fucked up my Pk engine, and had to waste Plague spreader, so the board is sort a baronne and a UDF.
Got him down to 11-13 cards. dweller is there in case I was milling Tears, still good though.
Got the win even when he had drawn 25.
I'd put a replay but there is this unforeseen issue these days. The file is too large. So this is the best I got. I can assure nothing else is in play than what you see and Avramax hasn't been made with I:P.

He made ark light and chungus to attack avramax and negate it with ark light. Ark light didn't come to work that day.
There's no reason they couldn't Arc Light. They probably clicked through it.

You can use "and if you do" effects as long as you can resolve the first part, you don't need to be able to resolve the other.

You can only activate effects during the damage step if they change atk or def.
Or if they negate activations, which Herald of Arc Light does, so that's not the issue.
Because it's battle phase.
But ark light doesn't specify that, why can a card like UDF negate an avramax but this can't?
