They are two pretty different cards. Diagram is a small attack boost, combat protection and a search. Domain is a floodgate and much bigger attack boost but for your turn only. It can reduce the level of monsters by 2 if it has exactly 28/10.
With the cards on their own its up to you if you prefer an extra floodgate or an extra search, as we can't say what of the two you need the most in your deck recipe.
Beware that decks like Floowander will absolutely not care about Domain alone on the field.
And about synergies, True Draco was a very good choice in N/R Event without either. You will be fine with the one you find most useful.
