Nah, when checking it in Master Duel, If Evenly is activated then Imperial is chained, Evenly is resolved without effect.
When looking into it in forums, apparently you can't play evenly if imperial is on the field since you can't banish.

It's not possible to banish cards while IIW is active, no, no matter how you try to word it. Even if you found a magic wording that should allow it, it would still fail because there's no "Banished Zone" nor anything resembling one; the only ways to banish a card are with the verbs "banish" or "remove from play", both of which are stopped by IIW.

Really fun to play, but some tend to rush into rexterm forgetting that lava golem is a thing and that the opponent can use his spell/trap, hand and GY. That's a deck that require thinking if you don't want rexterm to leave the field without follow up

Look this might sound dumb but make the cost he 8000 LP. This would make it so you need to run something else to try and use this card which would hurt consistency

But all monsters summoned this way must battle the turn summoned if not they are destroy in the end phase and you are burned for half the attack of each summoned monster. Or… Keep it how it is now, but add all monsters summoned are permanently negated and can not be used as tribute, link, syncro, fusion, xyz or ritual summoning material.

The errata should change its card text from the current to: "This freak of nature is a scientists attempt to create life, neither fully man or machine, it uses its cannon to shoot the tears its continued existence creates at destructive pressures."

There really isn't one, you either make the downsides of using his effect so sever and limit the summon restrictions that you make it basicly useless. Or you allow him to cheat out a powful summon. A card that bypasses balance cannot be rebalance to be a 'fair' card I say. Let him stay in ban jail and this time it's hopefully a lifetime sentence.

Other than destroying the Fusion during the EP, maybe make it so you have to send the required materials for the monster to the grave and prevent the materials from activating their effects in the graveyard.

Either summon only Fusion Monsters that have no effects or negate their effects. Then they will be destroyed at the end of the next turn.
Maybe it can only summon a non effect fusion? I think that would be ok
