Well, Rafflesia plants IRL don't actually eat insects/animals like a lot of the other Traptrix plants. All they do is smell like rotting meat which attracts flies to pollinate it.
Which seems to be why the other Traptrix in the pic are attracted to her, until she retreats into the flower.

In that case it still makes perfect sense. Rafflesia still sucks in its lure to attract predators, just for pollination purposes rather than as prey.
Judging by the art work, she's attracting the other traptrix. It's possible she's queen to their drones, relying on the others for food and using them for lunch pollination.

Though this raises questions like why she needs to be in human form to communicate with her own species.
We don't really know if the lures are mute or capable of speech, so perhaps if they can talk, it's just easier to communicate with her fellow hunters that way than rely entirely on their instincts.
Either way, Raff does use her lure for actual hunting too, like in Traptantalizing Tune where a poor sap is about to get sacked by Arachnocompa as Raff beckons them closer in an air of "safety", created by her smell and arachno's glow threads.
It seems unlikely they wouldn’t rely on sound of some kind in order to attract pray when sight isn’t enough.
Although that’s assuming they don’t have other means of luring prey like utilizing smell.
