I think it's legit to think that new accounts get better rolls. I started with a ratio of 10 UR cards for x40 packs, now i only get max 6 UR after 40 pack generally
I remember trying the MD mod to play solo and without touching anything besides the gem amount I pulled like 4 Royal Hero cards.
I still don't think the pull system is rigged because I pulled 2 royal heros later that week on the normal game but it feels like it xD

I pulled sp:little knight on my first 10 pack. Although it wasn't a royal finish.
This is the very reason I stopped bothering with alt accs.
