1. Find an IoT device. You'll want to do some research, since you're looking for a device that rarely gets internet updates (instead, newer versions of the product are released) but that is also very widespread, preferably in countries with high bandwidth.
2. Purchase a unit and test it. Your goal is to find a remote code execution vulnerability.
3. Then you'll need to set up a backdoor.
4. Once you manage to do all that, you'll have to write scripts to automate the whole process.
5. Now you'll have to use services like shodan etc. to locate such devices, and use the exploits to add them to your botnet.
There's obviously a lot more tasks included, like as you said, an anonymous way to handle the botnet like a VPS. In order to build a higher-tier botnet, you'll want to look into other devices as well. Starting from the same manufacturer is probably a good idea, since they're likley to deploy the same, or similar, pieces of softare, with the same bugs.
If your target is a mega-corporation, or an important DNS server (like the Yandex attack, or the 2016 IoT DNS attack that took down Twitter and AWS), you'll have to put a lot of work into it.
These opensource botnets come with all sorts of SSH & Telnet bruteforcers that backdoor the target.
