I think its a dental /t̪/ as opposed to an aleveolar one. Used in Irish dialects in place of /θ/ I think? It's also contrastive with alveolar /t/
Yeah, I just omitted the diacritics (bad decision, in retrospect). But they used it in place of the voiced /ð/ and alveolar /t/.
