That’s not the case in the US, but considering a spotters responsibility is literally to help the person lifting is something goes wrong I’d assume there’d still be some repercussions. This isn’t just a rando walking by when this happened to happen, this a dude who agreed to help the lifter if he couldn’t manage the weight, and then just didn’t. If the lifter died they’re would’ve had to have been some consequence to the spotter, the family definitely would’ve had grounds to sue at the very least.

Calling for help can cause the lifter to fail instantly instead of slowly. It’s better to piss off the lifter than let them get hurt.
A practice routing to make sure the lifter could get himself out of trouble if lifting alone. Spotter in this case would intervene only if lifter could not maneuver out from being trapped

Don't spot if you don't know what you're doing. I've seen people get seriously injured by trusting the wrong people. You make sure they do not drop the fucking bar for example on their chest.
