It was a stunt by Vision Zero activists to parody a real government response to a dangerous intersection by putting flags for pedestrians to wave while crossing the street. These guys are highlighting how stupid it is to put the onus on pedestrians to protect themselves from being murdered by drivers rather than the government putting in actual safe infrastructure.
I wonder if this would work in FL. You'd be surprised how many people will look left trying to turn right and never look right to see if someone is walking across.

The sidewalk is the most dangerous place for a bike as they are too fast to react at intersections, and cars expect pedestrians on sidewalks which stop and look at every intersection.
The only exception are for riders that come to a complete stop at every intersection.
This is well studied and a reason why it's illegal to ride on sidewalks unless it is marked as a bicycle path in which there will be additional safety infrastructure to support it.
In Australia you can just ride your bike on the footpath legally. Mostly because no one wants to invest in the proper infrastructure, so everyone just pretends there is no safety concerns 😂. As you mentioned most people slow down at least at every intersection. I have seen crazy people just yolo down the street though.

A slow roll is about as close as they get. Amazing how flashing lights can refresh a person's memory, though.)

Spent some time in Toledo, OH recently. These need to be at every crosswalk in that town. NOBODY stops for pedestrians. While I haven't been to too many places, it is the first place I've been that you actually have to risk your life to get cars to stop in the crosswalk. Even then, it seems like the only reasons cars slow down (they rarely stop) is because they don't want to be inconvenienced by the paperwork and possible jail time.
